Four small fires were lit on John Wilson Ocean Drive in Dunedin last night.
Senior Sergeant Ben Butterfield, of Dunedin, said four young people were seen leaving the area after the fires started on the golf course side of the road about 6.30pm.
A police dog and tracker were deployed and tracked for more than 1km across the Chisholm Links Golf Course towards the sea.
"Unfortunately the track was lost due to the high volume of foot traffic," Snr Sgt Butterfield said.
A youth seen leaving the scene was described as of European, tall, wearing a black and white hoodie with white writing on the chest.
