A reporter at the scene saw flames shooting out a window near the top floor of the DoubleTree by Hilton.
Glass was falling, crashing into the street below while a large crowd of onlookers gathered - alongside 11 fire trucks, several police, and an ambulance.
Firefighters with breathing apparatus were being briefed ahead of entering the building, as the fire was extinguished.
Fire and Emergency were first notified at 2.20pm.
Multiple crews were in attendance, with more on the way.
The public were asked to avoid the area.
Police were in attendance, but in a traffic management capacity only.
Albert Street and Victoria Street have been blocked.
