Council approved an unbudgeted $30,000 to extend and upgrade the lane-way access to hangars at the Cromwell aerodrome.
Property officer Tara Bates said of the 23 hangars approved in 2018, 14 had been built and the remaining nine were expected to be completed in the next couple of years.
Those using the hangars were asked to use the lane-way behind the hangars as much as possible, leaving the area in front clear for taxiing aircraft.
Increased use and construction vehicles had impacted on the track and the council had received complaints and requests to gravel it.
There was a plan that the lane would be properly formed when construction was finished and all hangars leased but that needed to be done sooner rather than later, Ms Bates said.
However, three or four more hangars were rented than had been budgeted for and that income could fund gravel and drainage required, she said.
