Acting Senior Sergeant Iain Notman, of Dunedin, said police were called to the worksite for the inpatient building, about 3.30am on Saturday.
Officers discovered two 22-year-old men who had allegedly "scaled to the top of a large mobile crawler crane".
Both men were intoxicated, Acting Snr Sgt Notman said.
"Both climbed down and were arrested."
The pair would appear in the Dunedin District Court later this week, charged with unlawfully being in an enclosed yard, Acting Snr Sgt Notman said.
