Decision reserved on Queensberry restaurant plan

The Central Otago District Council hearings panel has reserved its decision about whether to grant consent for the development of a restaurant, wine tasting facility, and edible garden at Queensberry.

An application by Bannockburn residents Diana and Dean Harker to establish the complex on State Highway 6, between Cromwell and Wanaka, was discussed by the panel at a meeting in Alexandra this week.

The Harkers own and operate the Lazy Dog Cafe and Wine Bar at Cairnmuir Rd, in Bannockburn.

Their application proposes the relocation of their business to Queensberry.

The relocation would require the construction of a 247sq m building, which would be used for a range of activities, including dining, wine tasting, small weddings of up to 60 people, wine and food market days, an annual Lazy Dog Show fund-raiser, and work functions.

It would also be used to sell merchandise, and it would provide a venue for local artists to display their work.

The facility is proposed to be open every day of the week for morning tea, lunch, and afternoon tea.

It would also be open three nights a week for evening dining.

The 8.2ha site fronting State Highway 6 and Gladsmuir Rd is zoned as a Rural Resource Area, which makes the proposed retail activity a non-compliant one under the council's plan.

A private dwelling on the site might be an option within five years of the restaurant development, Mr and Mrs Harker's application stated.

Four submissions on the proposal were lodged with the council.

Three supported the application, and one was neutral.

Supporters stated it would be a good addition to Queensberry.

They said it would provide motorists travelling between Cromwell and Wanaka a place to stop for a break.

Transit New Zealand's neutral submission stated the complex would not have a significant impact on existing or planned roading in the area.

CODC planning consultant David Whitney said any adverse effects of the proposal on the surrounding environment would be minor.

Mr Whitney recommended the council grant consent with consideration of up to 35 conditions.

The council's hearings panel decision is expected to be released within 15 working days.
