Unapproved subdivision in Central Otago marketed

A 60-lot subdivision northeast of Alexandra is being extensively marketed prior to gaining any of the required resource consents for it go ahead.

Documents pertaining to the lifestyle development, called William Hill Estate, were sent to all real estate companies by developer Russell Ibbotson in February, and authorised them to begin marketing the sections.

A copy has since been obtained by the Otago Daily Times, the agent who provided it saying the development was putting the cart before the horse.

In it, Mr Ibbotson says that the development at 269 Dunstan Rd is intended to be of quality, with high-standard features.

It would incorporate town water supply and sewerage instead of the standard septic tanks and fire-fighting water tanks.

It is the same land the council refused subdivision resource consent for a in 2018.

An application for a plan change required for the subdivision had been lodged with the Central Otago District Council for seven months, but was yet to be granted, Mr Ibbotson says.

"The position has been complicated by the fact the council is moving to adopt a new spatial plan for the area."

The subdivision was provided for in the spatial plan, he says.

"This would certainly suggest that approval will be forthcoming for the subdivision, without the necessity of having to go through a private plan change, when this process is now being handled by the council and not the developer, as normally is the case."

The council had agreed to meet all costs associated with the plan changes.

Mr Ibbotson goes on to say timing is "somewhat uncertain" and depended on how quickly the council could progress with the adoption of the spatial plan.

"It would be extremely unsatisfactory and certainly disappointing if this and the resulting resource consent could not be achieved within the 15-month timeframes provided."

The council’s website indicates the Vincent spatial plan will be presented to councillors for adoption in early 2023.

Sections on the proposed subdivision would be between 2000sq m and 2500sq m and priced at about $465,000 including GST, but remain subject to title and resource consent.

Mr Ibbotson said yesterday there had been a huge amount of interest in the sections and sales were going very well.
