Changes are already being made at Waitaki Boys' High School under commissioner Nicola Hornsey, appointed by the Ministry of Education two weeks ago to sort out issues at the school.

In an update to staff and pupils' families, Ms Hornsey yesterday also released the confirmed Education Review Office report into the school which contained recommendations she will incorporate into an action plan aimed at resolving issues.

One of the recommendations had already been actioned - the reintroduction of a Ministry of Education programme called Positive Behaviour for Learning.

It is a professional development programme for all staff, focusing on the importance of forming positive and respectful relationships between staff and students to enhance student wellbeing, effectively manage student behaviour and create improved learning opportunities.

Relationships between staff was an issue identified in an independent report for the former board of trustees which stood down when the Ministry of Education announced it would be appointing a commissioner to replace it.

That report, prepared by former Waitaki mayor Allan McLay and former John McGlashan College principal Michael Corkery said there was a ''toxic environment for many staff'' which could affect learning.

As commissioner, Ms Hornsey takes over the governance role of the board of trustees, working with rector Paul Jackson who is responsible for running the school on a day-to-day basis.

She has already been speaking to staff about the school and next week will start talking to pupils' parents and caregivers.

They have been asked to contact her from Tuesday onwards to share any thoughts and experiences.

Their comments and observations would help her gain a full understanding of the school so she can identify those aspects important to them and which might require some attention.

Later, Ms Hornsey would also issue the same invitation to the wider community.

All of that will inform a scoping report and action plan to see the school through to electing a new board of trustees, which could take a year or longer.
