Resealing Ronaldsay St started six months ago.
While the board is not responsible for the roadworks, Mrs Dennison told the Otago Daily Times members of the public had raised questions over "slow progress".
NZ Transport Agency network manager Chris Harris said the Palmerston Highway sealing project was a "complicated pavement reconstruction due to the underlying clay sub-grade".
It involved installing drains to remove highway water,
installing crossings to properties, removing and replacing paving and road resurfacing and line-marking.
