Last week, the council announced a comprehensive review would start on January 27, focusing on improving the cost-effectiveness and quality of council operations.
The chief executive would consider operational recommendations and implement them, if he agreed with them, Mr Feeley said.
The council would consider policy recommendations, and longer-term issues would probably be put to public consultation later.
More than 230 staff from the council and Lakes Environmental are included in the review, as well as fewer than 10 from Lakes Leisure.
Mr Feeley said any issues regarding the possibility of redundancies would be considered relative to the individual's terms of employment, although it was ''not a matter which has been considered at this stage, and would only arise after the review is complete''.
The budget for the review will be completed before the review starts and funding will come from the existing council budget.
