Balclutha residents have been without a pool since February last year, when ongoing issues with the old boiler forced the pool to close.
Clutha District Council corporate services manager Alan Dickson said that while the exact upgrade cost was not yet known, it was looking "slightly" over budget and no opening date had been set.
Mr Dickson said all the physical works had been completed, and contractors were making adjustments to the heating.
"It's come up pretty good," he said.
Work on the car park was expected to be completed by tomorrow, depending on weather.
The next step was to get the pool cleaned and final checks done.
The upgrade includes a therapeutic pool and a bulkhead that will allow for the main pool to be shortened to 25m for competitive swimming and to separate the main pool from a new learners' area.
This was funded with community fundraising efforts. Last July the Clutha District Council gave the community five months to raise the money for a therapeutic pool and bulkhead.
Project Clutha and the Clutha United Swim Club worked under the direction of fundraiser Results Consulting to raise the money.
Almost $170,000 was budgeted for the project, a figure which was met by a lottery grant for the therapeutic pool.
The bulkhead and other additional upgrades were funded by the Otago Community Trust, The Trusts Community Foundation, Alexander McMillan, smaller trusts, and donations from the public.
The upgraded Balclutha pool was initially expected to reopen in January but weather conditions, delays in removing and replacing the roof and the wrong tiles arriving from Italy meant the opening date has been delayed several times.
The pool complex work includes:
• Replacement of the old asbestos roof and walls
• New layout of learners' pool to provide safer area for toddlers, with a shallower beach pool
• Family-friendly changing rooms
• Renewal of the heating and ventilation system
• An improved pool entrance.
