During yesterday's full council meeting, Cr Butcher launched a personal push to have Cr Wilson sent to Japan, as part of an upcoming official Dunedin City Council delegation.
And not even a clear "no" from Cr Wilson - or her lack of a valid passport - would deter Cr Butcher.
Her move came after Crs Andrew Noone and Bill Acklin were last month confirmed as part of the delegation to accompany Mayor Peter Chin to visit Otaru, Japan, from July 23-25.
The trip marked the 30th anniversary of the signing of the cities' sister city agreement.
Cr Butcher - who missed last month's meeting - criticised the selection process yesterday, saying it was a case of "let's just send the boys".
"I was quite concerned... It just looks like it's gone through with no debate, no discussion, no anything."
She proposed removing Crs Noone and Acklin from the delegation and sending Cr Wilson instead, arguing the move would save money and Cr Wilson had a better understanding of the sister cities relationship and Dunedin's tourism industry.
"I think Kate Wilson is the best person to accompany the mayor on this trip," she said.
Cr Dave Cull accepted Cr Butcher's reasoning, but said Crs Acklin and Noone had been the only volunteers at the last meeting, while Cr John Bezett suspected "modesty" may have prevented Cr Wilson from nominating herself.
However, it appeared nobody had thought to ask Cr Wilson before yesterday's meeting.
"I'm probably not in a position to attend at the moment, because I don't have a current passport," she clarified when asked.
Despite that, she thanked Cr Butcher for her support and said the real issue was the selection of candidates of most benefit for the community.
That did not stop Cr Butcher, who had earlier asked councillors to vote on her idea.
Mr Chin agreed to hold the vote, despite Cr Wilson's indication she could not attend.
Asked who was in favour of sending her anyway, only Cr Butcher's lone voice could be heard: "Aye".
