Concern over flood waters

Keep of flood protection infrastructure protecting the Henley township is one of the issues the Otago Regional Council is investigating at the request of residents.

Community members recently met council chief executive Peter Bodeker and engineers in the township to show them their concerns about maintenance of infrastructure and the way floodwater ponded.

''We were highlighting observations from the last flood and the previous one three years ago,'' Henley resident and business owner Jay McLean said.

The group would now ''wait and see'' what solutions the council offered, he said.

Council engineering and natural hazards director Gavin Palmer said residents accepted the flood risk but were keen to find out what could be done to improve the flow of water out of the township after a flood.

It had been flooded about four times in the past seven years and each time it raised issues, he said.

The area was affected by flooding from the Taieri River and from water running off hills behind the township.

There were concerns about the maintenance of culvert outfalls and the council had agreed to look at its maintenance schedule to see if it could give residents more certainty, he said.

Some of the culvert pipe flaps which prevented the river running back into the township could possibly be modified to be more effective.

The profile of the low-level flood bank, which ran parallel to the river and protected the town, was uneven so the council would look at what could be done to level it. As the drainage of the floodwater relied on gravity, if the river was high it ponded behind the flood bank, so the council would look at ways the water could be confined to affect less land.

The council would meet residents again in October with some options for consideration, including things the council could do and what the individual landowner could do to improve the situation short and long term.

It would also be a chance for residents to put forward their ideas for fixing the problems.

The township paid a targeted rate for flood protection but fell outside the West Taieri drainage scheme.
