The final votes are in and Dunedin's representatives will be known by about 5pm.

Council staff including chief executive Dr Sue Bidrose took to the streets to collect the papers of any voters who left their civic duties to the last minute.

And to the last minute it was, with some voters handing their papers through the windows of their cars at 11.59am.

Dr Bidrose said 19.8kgs of special votes were cast this morning and had been sent to Christchurch as hand luggage of council civic and legal manager Kristy Rusher to be counted.

Dr Bidrose was impressed at the numbers who showed to cast their votes.

``They were guessing we were going to get about 700 to 800 today,'' she said.

``It's been a pretty constant trickle coming in.''

Six council staff took turns collecting papers on the street from 9am to when voting closed at noon.

Electionz.com showed by 11.25am this morning 38,442 voting papers had been returned in Dunedin, a turnout of 43.24%, just down on last election's 43.49%.
