A comparison of options about Enterprise Dunedin was expected to be in front of the Dunedin City Council this year but was instead pushed out to January.
Deputy mayor Cherry Lucas said at a council meeting this week the delay was disappointing, as the business community wanted certainty.
Councillors wanted to show they were listening and looking to bringing about change this term, she said.
Council chief executive Sandy Graham said there were budgetary implications from the options and they should be considered as part of the annual plan process.
It was her "understanding" the staff report was not ready.
Ms Graham also said a councillor workshop could be held about the issue.
In August, consultancy MyGovernance strongly recommended Enterprise Dunedin be taken out of council operations and that it be run instead by a new council-controlled organisation.
This was to be compared with an in-house model.
