Mr Hawkins had previously announced he wanted a second term.
Yesterday, he outlined what he described as the achievements of the council he had led, including investing in public housing and a more climate-friendly transport network, revamping George St, starting playground upgrades and appointing runanga representatives to standing committees.
Mr Hawkins said Dunedin had developed a degree of self-confidence unheard of in his lifetime.
"It’s been an absolute privilege to lead the most progressive council in the history of this great city."
