Constable Sam Ramsay said the 62-year-old male driver was heading towards Port Chalmers, when his trailer, carrying wood, began to "snake".
It appeared the man lost control of the vehicle, which rolled into the harbour. He was uninjured.
Const Ramsay was unsure if charges would be laid as police were still investigating.
