Up to eight people were involved in the fracas between Black Power and Nomad gang affiliates outside Tokoroa District Court yesterday, Detective Sergeant Kevan Verry said.
Patched members of both gangs had been at the court at the time.
Three people with close links to the Nomads and one with Black Power connections were arrested.
They will appear in Tokoroa District Court today charged with disorderly behaviour.
It was the third gang fight outside the courthouse in a month.
"There seems to be a Neanderthal attitude between these two criminal gangs of coming to town to hang around the courthouse and having a fight," Mr Verry said.
Police would launch targeted operations on court sitting days and would take a "zero tolerance attitude" to people committing offences or congregating around the courthouse with no real purpose, he said.
They would liaise with the Department of Courts and other agencies to help address the issue.
