Mr Field's total remuneration package is $277,785, comprising a base salary, an at-risk, or performance element of $12,000, a vehicle allowance and superannuation.
Council figures, obtained by ratepayer Andre Prassinos and forwarded to the Queenstown Times, show Mr Field received $10,800 in the 2003-04 financial year and the full $12,000 every year since.
Deputy chief executive Stewart Burns said the at-risk portion was part of the chief executive's total employment cost as outlined in his contract.
It was paid if Mr Field met mutually agreed objectives as part of the performance review process.
A performance review panel, made up of elected members, conducted the review annually, he said.
Mr Field has not had a pay rise since 2006.
