A group of up to 15 drunken people caused "mayhem" on Balclutha's main street over the weekend in behaviour that, from today, could see them instantly fined and even convicted.

Constable Tom Taylor, of Balclutha, said a group walking south along Clyde St about 5am on Sunday removed a large pile of property magazines from the front of one real estate company's display area and threw them all over the road.

The group also placed a manhole cover in the middle of the road and took more property papers from another real estate company's front office and dumped them in the covered area in front of the Clutha RSA.

Const Taylor said the group was "fluid" and broke into smaller packs at one point during their "stupidity".

He estimated up to 15 people were involved in total.

By the time police were called, the group had dispersed and no arrests had been made.

A liquor ban takes effect in central parts of Balclutha and Milton from today, as does a two-tier littering infringement system that will punish those who are caught with either a $100 fine for minor littering or up to $400 for littering classed as major.
