If Gore is to address its alcohol-related issues, the community must work together, according to a draft alcohol strategy released for public feedback.
Instead of suggesting a single course of action to fix the town's alcohol issues, the strategy focuses more on changing attitudes and behaviour.
Its goal is to encourage a community that works together to reduce the harm to people and property from alcohol misuse.
The 45-page document was partly funded by the Ministry of Justice's Crime Prevention Unit. It involved representation of key agencies, and interviews with a wide range of people including young rugby players, high school management, health officials and social agency representatives.
The report said "well organised and properly managed bars, clubs and restaurants provide life and vitality to our communities. However, the boundary is crossed when consumption becomes excessive and abuse occurs."
Public submissions close with the council at 5pm on August 14. A hearing will be held at the council chambers on August 20.
