Brian Miller and Brian Peat will join incumbents Phillipa Bain, Joy Davis, Martin Dillon and Dean McAlwee on the Mosgiel-Taieri Community Board.
Mr Miller will return for his fifth stint on the board after taking a break in the past triennium.
He said the storm and waste-water infrastructure was in a "shocking state'', and the roads were "a mess''.
A lot of rates money had gone out of Mosgiel and not much was given back, he said.
"I want to see Mosgiel get its fair share of the pie and I don't think it's been getting it.''
Silverstream had been neglected and he hoped to see it improved.
Mr Peat moved back to Mosgiel late last year after about 40 years away.
Traffic flow in Gordon Rd was one of the town's major issues, he said.
Although it was a state highway, heavy trucks driving along the road was a "recipe for disaster'' and he was concerned for residents' safety.
"There's no reason why the traffic can't be redirected around the town in various ways.''
Traffic through the main centre of the town was affecting businesses. Work on the cycleway connecting Mosgiel to Dunedin and Middlemarch needed to be progressed, and land in Taieri utilised for population growth, he said.
