Mosgiel will get its slice of Dunedin's cycleway pie but may have to wait longer than three years to see it.

And it may be an even longer wait before those cycleways are connected to Dunedin through the city's abandoned rail tunnels.

Mosgiel was due for two significant upgrades - to its town centre and to Gordon Rd - Dunedin City Council infrastructure services committee chairwoman Cr Kate Wilson said.

But the work on Gordon Rd was not included in the next three years' funding plans, meaning it was unlikely to happen before 2018.

The town centre was expected to be upgraded concurrently with the main road, and it was during that time the town's cycleway infrastructure would be built, she said.

That was because there were considerable efficiencies in completing significant infrastructure projects at the same time.

It was hoped ''quality, separated cycleways'' and town-centre bike storage would be included in Mosgiel's eventual cycleway build, but it was too early in the process for that level of detail to be known for certain, she said.

Although the area's flat topography was ''perfect'' for cycleway investment and the town had a lot of recreational cyclists, it currently had very few commuter cyclists, she said.

It was thought that would change markedly when the disused Victorian-era rail tunnels beneath Lookout Point and the Chain Hills were opened and converted to cycleways, linking Mosgiel and the Taieri to Dunedin.

Work on that project was under way, with ''a lot of balls up in the air at the moment'', Cr Wilson said.

Several landowners were involved and were being consulted, and surveying was expected to begin shortly.

With such a lot to do to get the tunnels open and up to standard, it was too soon to be able to provide a timeframe for their completion, she said.

''There's a clear vision of how to do it, but the timeframe is less clear.''
