Harland to get a pay rise

Dunedin City Council chief executive Jim Harland has been awarded a pay rise after his annual performance appraisal, the Otago Daily Times understands.

The pay rise, news of which was leaked to the newspaper, will add to his salary of $335,000 per annum.

Last year, Mr Harland and most of the council's 43 other senior managers opted to decline a pay increase, a response to the recession.

Mayor Peter Chin, who is chairman of the performance appraisal team, yesterday said he was not ready to release the results of the appraisal.

The usual procedure was the information came from him at the end of the process, and "that has been done at a time when full agreement has been reached".

"At this stage I haven't had the opportunity to work through that all yet.

"There are protocols that you have to go through when you're talking about a person's employment issues.

"I don't want to be in a situation, in an employment situation, where we've done something and haven't consulted in full."

Mr Harland's performance is appraised annually.

Elected representatives and senior staff are asked to rate his performance in nine areas, including strategic planning, financial management, relationship with the council, promotion, staff management and leadership.

The appraisal committee, headed by Mr Chin, puts recommendations to the council, and it is understood the council voted for the pay rise to go ahead.

In 2004, Mr Harland's salary was $208,060, and by 2008 it had risen to $335,000.

There are "at-risk" portions, of which he receives a percentage depending on the results of the review.
