The present Brockville School principal has been appointed to the new position by the establishing board of trustees.
He will take control of Caversham and College Street Schools, which will be merged with the Caversham School site, as well as an "outpost" at Calton Hill School.
Mr Sincock will not take the helm until the start of term 1 in 2012, but already he has concerns about the way the Ministry of Education is handling the merger, and the extremely short timeframes in which the merger is to take place.
He will meet ministry staff next week to make sure time is available for him to be involved in the process "from here on in" to make sure the merged schools are ready on time.
"I hope the ministry has learnt a lot regarding mergers from this process, including time constraints.
"If, or when, there are mergers in the future, I hope they are completed in a better manner."
Mr Sincock said he was delighted with his appointment, but it had brought a strange mix of excitement and melancholy.
"I'm very much looking forward to my new position, bringing the three schools together.
"But it's also tinged with sadness at leaving Brockville after seven and a-half years. It's a quality school with fantastic staff and pupils."
He said Otepoti South School had been proposed as the new name for the merged school, and hoped it would be approved after public and Ministry of Education consultation.
With the new name, Mr Sincock hoped to establish a new educational environment.
"My vision is to create a school with a positive culture, where everyone is involved, and staff, pupils and the community want to be there each day.
"I want to ensure the pupils are getting a high-quality education and a wide range of experiences and opportunities."
