The Dunedin City Council, Keep Dunedin Beautiful and Dunedin police have developed an online reporting system and free graffiti-removal kits.
Graffiti education officer Nicole Kettings said the system went live on Monday.
It allows users to fill out a form and upload photos, if available, which go directly to the police for their files.
The reporting is designed to enable graffiti statistics to reflect what was happening in the city.
"It's one way of trying to close the gap," she said.
It would also reduce the amount of time police officers spent on reports of graffiti.
The kits, worth about $20 and made with donations from Resene and Alsco, included gloves, rags, a paintbrush, graffiti-removal spray and promotional material.
They were available from Ms Kettings at the Dunedin Central Police Station.
She said the kits were a way for the city to help graffiti victims.
"It's not fair they are a victim of a crime and they have to go and buy paint to remove it from their property."
About 100 graffiti-removal kits are available and Ms Kettings hopes that if they are popular, the programme will be extended.
