Dunedin City Council resource consents manager Alan Worthington said the period for appeals closed yesterday and he was not aware of any being lodged.
However, Mr Worthington said he would wait until next Tuesday before confirming the situation.
If none were received, the consent would "go live" and developers would have five years to "give effect to it", he said.
Residents next door to the Hartstonge Ave site, who were in staunch opposition to a consent being granted, had not appealed.
Malcolm Anngow said there were a "lot of twists and turns" in the consent and was discussing the situation with his lawyers.
Rose Doyle was "fed up with the whole thing" and did not know if anything could be done about the situation, while Shelley Ross said "the cost was prohibitive".
