The woman's behaviour has prompted police to warn drivers that passing lanes are not "an open road drag strip".
The woman's husband was also in the vehicle. The children were in car seats in the back seat of the car.
Acting Senior Sergeant Craig Dinnissen, from the Southern District Command Centre said a Dunedin police officer clocked the woman speeding in the north-bound passing lane on State Highway 1 at Henley about 7pm (Thursday).
She was stopped on Centre Rd after turning off the main highway on to the Henley-Berwick Rd.
The woman told the officer she was driving to Waitati to pick up her nephew to take him back to Queenstown for Easter and was speeding because she was "sick of waiting in line as the other cars were driving too slow", Sgt Dinnissen said.
She was stopped from driving, given a speeding ticket and issued several other infringement notices for driving on an expired graduated licence and in an unlicensed vehicle.
"Police wish to remind motorists that passing lanes are not an open road drag strip and passing is to be completed at a safe speed not exceeding the speed limit of 100kmh."
Police would be out and about breath testing, as well as enforcing a 4kmh speed threshold over the posted limit over Easter, he said.
