Dr Malcolm Macpherson, from Alexandra, said the issue was going to become an acute issue for "all boards like this".
He made his comment during a discussion on whether the board should have a policy on video- or telephone-conferencing of meetings.
Board chairman Richard Thomson, who raised the issue, said from time to time members could not attend board meetings and that was accepted.
It was possible to have telephone- or video-conference facilities for one person from another place, as happened this week with Peter Barron, who was linked by telephone from Thailand.
It was agreed by members that the board's committees should discuss the situation and respond to Mr Thomson so he could draw up a recommendation and bring it back to the board.
