Police said they used the spikes near the intersection of SH1 and Riccarton Rd East.
They had received a call about 6pm about a vehicle being driven dangerously, a spokeswoman said.
Police did not pursue the vehicle, because of the manner of driving, but kept sight of it as it travelled south on SH1, she said.
The four occupants of the vehicle were arrested.
A 19-year-old man was charged with unlawfully getting into a vehicle and the others were referred to police youth services.
