Tertiary precinct agreement signed

A memorandum of understanding signed yesterday puts in place a plan to help develop a sustainable, quality campus environment in an area inextricably linked with the future of the city.

Representatives of the Dunedin City Council, University of Otago and Otago Polytechnic signed the tertiary precinct development plan at the Hutton Theatre, at the Otago Museum, after three years' work.

The plan sets out a series of actions for each organisation to complete, means better use should be made of resources, and duplication of services is reduced in an area where the university is planning significant expansion.

The 36-page document lists action plans for issues such as development, housing, transport, the environment and infrastructure, and identifies which organisation should carry out the work.

Deputy mayor Syd Brown said examples of what the plan would do was a proposal to share a commercial kitchen run in Harbour Tce by the polytechnic. Another was for the council to develop a voluntary grading system for student housing, similar to that used by hotels and motels.

The introduction of design codes for multi-unit residential developments, a plan for discouraging car use, a programme for public art and street furniture, and provision of an urban fibre-optic network for high-speed Internet access were other actions set out in the plan.

The group would meet every six weeks to develop and adapt the plan, and the Otago District Health Board planned to become involved, Cr Brown said
