Tulloch (65) was transported by ambulance to Southland Hospital after the race car he was travelling in apparently hit a tyre wall, at the loop on the circuit near Invercargill.
St John Ambulance officials said St John received a call at 3.55pm yesterday to Teretonga Park for a patient in critical condition.
A Southland Hospital duty manager said Mr Tulloch remained in a critical condition in intensive care this morning.
Mr Tulloch, QSO, is a JP and is a former politician in both local and national politics.
He served two terms as Mayor of Mataura, and was Mataura's last mayor when the Mataura council ceased to exist in 1989, when the area became part of the Gore District Council.
