Discussion about the future of the hall and what would best serve the rapidly growing town has dragged on for two decades.
The discussions have divided opinions and have been marred by bickering, indecision and a complaint to the ombudsman.
A dawn farewell to the 64-year-old hall was held on April 29 and demolition began the following day.
The new building will be a multi-use facility incorporating an auditorium, cafe, museum, cinema, meeting rooms and public spaces.
