Milburn prison escape risk 'mitigated'

Prison bosses remain tight-lipped on just how Stephen Maddren escaped from the Otago Corrections Facility, but insist any risk has been ''mitigated''.

A review following his escape from the Otago Corrections Facility concluded management and staff acted appropriately.

Maddren, who escaped from the Milburn facility in June after climbing a drainpipe and leaping from a roof before spending a week on the run, was last week sentenced to three years' jail.

In a statement released this week, prison manager Jack Harrison said Maddren's means of escape could not be made public for security reasons.

''But the security issues his escape raised have now been mitigated.''

A review into the escape revealed the prisoner, who had recently arrived from court, was being escorted inside the prison when he suddenly bolted, Mr Harrison said.

''Even with the best practices in place, there will always be the risk that a prisoner will behave in an unpredictable way, such as attempting to escape.''

A review found the actions of staff/managers involved in the events leading up to the escape, the actual escape, the emergency response to the escape, were appropriate, he said.

He confirmed prisoners who escaped, or attempted to escape, would have their security classification reviewed and would be ''placed in secure facilities commensurate with the risks they present''.

The department treated all escapes from custody with the ''utmost seriousness''.

''We're grateful for the support of the Otago community and local police during the search for this prisoner,'' Mr Harrison said.

Corrections was also working to improve upon ''our high standard of prisoner management''.

The department had invested in a range of security improvements to our sites across the country, including enhanced perimeter fencing, installation of detection and surveillance systems, and the introduction of single point of entry into prisons.

''We are continually striving to improve public safety and this will always be our bottom line.''
