The council's community and services committee yesterday approved the public be formally notified of the review.
The plan was adopted less than three years ago, but a report for the committee said the review was needed to address "a number of challenges", including unprecedented tourism growth and existing flight and infrastructure restrictions.
All stakeholders, commercial operators and neighbouring landowners will be individually contacted.
The council will then invite submissions on a draft plan ahead of a public hearing.
