Delays continue to plague the upgrade of Balclutha's swimming pool, to the point where it is not known when it will open.
The Balclutha Centennial Pool has been closed since the end of February last year, when mechanical issues with the boiler led to an early closure, and now it has been revealed the roof is leaking.
At the council's district assets committee meeting on Thursday, Cr Mary Johnstone asked how the pool upgrade was progressing, to which council chief executive Charles Hakkaart said there were still unresolved issues with the upgrade.
Recent heavy rain had revealed several leaks in the roof and the heating system still did not work properly, and the building also needed cleaning.
Mr Hakkaart said the council would not take possession of the pool until it was working properly, and would continue to put pressure on the consultant and contractor to get the issues sorted.
"We are working hard to get the pool open as soon as we can.
We don't want to open the pool only to close it again a week later."
The upgraded pool was initially expected to reopen in January but delays mean the opening date has been pushed back several times.
The latest delays were revealed in July, when the council said unresolved issues would delay the reopening of the pool.
Mr Hakkaart said the contractor had a list of about 60 items to complete before the council could take possession of the building, including painting and cleaning touch-ups and major issues such as the water heating system, water loss from the new therapeutic pool and completing the commissioning of the boiler and pool water.
At the same time, the council announced a $400,000 increase in the project budget, taking the total cost from $3.9 million to $4.3 million.
The bulk of the increased budget would be funded from operational surplus because the pool had stayed closed for longer than expected, and the remainder would come from additional reserves and rates.
Balclutha ratepayers would have $2 per year added to their rates.
Dunedin-based company Lund South Ltd won the $3.5 million contract for the Balclutha pool upgrade last May.
