Opening delays continue

Balclutha residents will have to wait to test the waters at the Balclutha Centennial Pool after the Clutha District Council announced its reopening continues to be delayed.

On Friday, the council issued a press release stating the delay was because of "unresolved issues" with the upgraded pool.

It also revealed a $400,000 increase in the project budget.

The council initially budgeted $3.9 million for the project in last year's annual plan, which included design and project management fees.

During a meeting closed to the public on Thursday, councillors resolved to increase the upgrade budget from $3.9 million to $4.3 million.

The bulk of the increased budget would be funded from operational surplus because the pool had stayed closed for longer than expected, and the remainder would come from additional reserves and rates.

Balclutha ratepayers would have an extra $2 per year added to their rates.

Clutha Mayor Bryan Cadogan said his patience regarding the pool upgrade had "run out".

"Eight months of delays has been too long, and the matter has further been exacerbated by cost overruns.

"I understand the situation as it stands - at the moment it would be foolhardy to take the pool over with so many unresolved issues.

"I want no more delays."

Mr Cadogan said he sympathised with the public, and apologised for the delays.

"I give my assurance that I will do everything I can to get this project to fruition."

Clutha District Council chief executive Charles Hakkaart said the council had "envisaged" the upgraded pool would be open before now.

However, there had been a number of unexpected issues identified during the commissioning phase of the project that had to be resolved by the contractor before the pool could be reopened.

Mr Hakkaart said the contractor had a list of about 60 items to complete before the council could take possession of the building.

They ranged from painting and cleaning touch-ups to major issues including the boiler system not consistently heating the pool water to a sufficient standard, water loss from the new therapeutic pool and completing the commissioning of the boiler and pool water.

Mr Hakkaart said the council was working with the contractor to resolve the issues and apologised for the ongoing delay.

Dunedin-based company Lund South Ltd won the $3.5 million contract for the Balclutha pool upgrade last May.

The upgraded pool was initially expected to reopen in January but delays meant the opening date has been pushed back several times.

Additional upgrade costs incurred include:

 Foundation enlargements and extensions for the upgraded changing rooms.

 Straightening walls in the main pool to ensure a suitable finish to tiling.

 Replacement of old concrete slabs because of pool tank movement.

 Mechanical system refinements.
