The overall rates increase across the Clutha district has been kept to 3.25%, down from the draft plan's figure of 3.59%.
Clutha District Council communications co-ordinator Jamie Shaw said the reduction to the overall rates increase was partly due to the $1.75 million Greenspace contract, which was $808,500 less than the estimated $2.56 million.
In Lawrence and Tapanui, savings from the Greenspace contract were passed on to help minimise rates increases.
In Lawrence, rates have the highest increase across the district. The rates bill for the median Lawrence property rises from $1733.90 to $1893.82, an increase of 9.2% instead of the draft rise of 10.3%.
The Bio-Filtro sewerage upgrade in Lawrence will mean a $100 rise for the average property, while the new recreation centre and recycling collection scheme will cost under $20 each.
Tapanui's rates will increase by 5.4% from $1599.90 to $1686.31 for a median property.
The other townships with upgrades to Bio-Filtro sewerage systems - Kaka Point, Owaka and Stirling - increased by 7.4%, 8.2% and 7.7% respectively.
Roading was one of the major cuts from the long-term plan, as the council planned to put all unsubsidised seal extensions for 2011-12 on hold.
Two major funding projects, the main-street upgrade in Balclutha and the West Otago health grant, have been deferred until the 2011-12 financial year.
