Ms Regan said she was "honoured and excited" to be part of the event.
The garment was inspired by the New Zealand wood pigeon and she believed it was a "a great fit" with the annual light festival.
"My work is made entirely of hand-dyed
cable ties and has reflective and transparent qualities when the light reflects off it,
adding to the illusion of a bird's plumage," she said.
The event runs until June 16.
Ms Regan is one of six World of Wearable Arts designers chosen for the show
