Environment Southland is looking to shake up its structure with reports of a proposal being shared with staff.
The proposed restructuring is expected to have at least some effect on about 170 staff members employed by the council.
It is understood the changes could include a revamp of key positions and a reorganisation of departments in an effort to improve efficiency and service delivery.

The announcement comes at a time when local government bodies are under increasing pressure to streamline operations and adapt to evolving community needs.
The proposal follows a similar process last year, where executive roles were reshuffled at the council, resulting in the addition of one general manager.
It is believed it is the first time a full restructuring exercise has been undertaken at the council.
Although the number of jobs could remain static after the move, there was also the real possibility some people would end up as casualties because of the nature of newly created roles, a source said.
The council was approached for comment but did not respond.
