Steel chief executive Julie Paterson said the pair would bring an exciting new dynamic to the franchise.
"Janine and Natalie are undoubtedly coaches with enormous potential, which has already been identified at national level by Netball New Zealand, so we're thrilled they have agreed to be at the helm of the Steel," she said.
The pair each had roles within Netball New Zealand's elite framework - Southby as coach of the Under-21 team and Avellino as assistant coach of the NZ Secondary Schools team.
Southby and Avellino said they were both eagerly anticipating the opportunity to coach in the trans-Tasman league and play an integral role in the Steel's future.
