Fowler (23) was the stand-out player for the Steel in her debut season, and has signed for another two years with the team.
The Jamaican scored the most goals in a single season with 666 goals, and the most goals scored in an individual game, 65 against the Tactix, in what was just her second game for the Steel.
Her ability to put the ball through the net enabled the Steel to be in with a shot at the playoffs right up until the end of the season.
She averaged 52.1 goals a game and shot at 94% accuracy.
She has already won the rookie of the year award and is also a nominee in the most valuable player award.
The only other Steel player to be named in the all-star team was goal keep Leana de Bruin in 2011.
No Steel player was named in the team last year.
The rest of the all-star team is made up of goal attack Erin Bell (Adelaide), wing attack Madison Browne (Melbourne), centre Laura Langman (Waikato-Bay of Plenty), wing defence Renae Hallinan (Adelaide), goal defence Casey Kopua (Waikato-Bay of Plenty) and goal keep Geva Mentor (Melbourne).
Browne, Langman, Kopua and Mentor were all named in the team last year.
