The launch will be at Peter Johnstone Park in Mosgiel today.
A similar campaign proved so successful in Auckland last season it was extended nationwide this season.
The emphasis will be on supporters screaming for their team, not at the referee.
Otago Rugby Football Union referee education officer Todd Pullar said Otago could not afford to lose any more referees due to spectator abuse.
Otago Rugby referees management group chairman Jim Thomson said abuse of referees was not too bad in Otago but there were always one or two idiots around.
There were many new referees coming into the game which was encouraging, but some found the abuse disturbing, he said.
There had been occasions when new referees had handed in their uniform after just one game, not capable of handling the abuse.
"I would say that 90% of people really appreciate what referees are doing out there and know young referees are starting out and need to be encouraged."
Abuse should not be tolerated by other spectators at the game, he said.
One of the biggest problems was many parents were reliving their ambitions through their children, Thomson said.
Otago has 84 referees through the grades but that was not quite enough. Many were students and unavailable due to exams and holidays, he said.
