The Harbour team was inspired by first five-eighth Dan Snee when they caused a major upset by beating Southern 23-5 at Bathgate Park.
Snee is the nephew of slain police constable Len Snee who was killed by gunman Jan Molenaar in Napier last week.
Both teams shared a minute's silence before the game to honour the policeman who was a skilled rugby player and a great supporter of the game in the Hawkes Bay and had played for the Combined Services team.
Dan Snee was the inspiration for Harbour tooutplayed Southern and scored three tries to win the game.
The other player to stand out was South African Eben Joubert who was a live wire flanker who made life difficult for Southern.
It was a day of upsets with Green Island capturing the Hellyer Memorial Trophy for the first time this century when they downed Zingari-Richmond 33-24 with rugby league convert Michael Witt playing a key role for Taieri when they beat Pirates 30-13.
University A retained its unbeaten record when it downed Alhambra-Union 23-10 and it leads the Gallway Trophy with 26 points.
The students are followed by Southern and Dunedin 17, Alhambra-Union 16, Harbour 15, Pirates 14 and Kaikorai, Zingari-Richmond, Green Island and Taieri on nine.
