Dunedin Street Art spokesman Glen Hazelton said the work was painted by a New Zealand artist called Toothfish.
"The site was chosen because of the connection to the harbour ... and it was also a wall that is highly prominent," Dr Hazelton said.
The work was partly paid for by the owner and supported by sponsorship.
Bramwell Scaffolding gave a discount for the scaffolding and Resene reduced the price of the paint.
If everything was paid for at retail prices it could have cost between $6000 and $10,000.
