The council formally adopted the Flood Protection Management Bylaw 2008, which comes into operation on July 1 and replaces a 1999 bylaw.
Its purpose is to manage, regulate and protect flood protection works including drains, floodbanks and flood-ways owned by, or under the control of the regional council in areas covering the Taieri, Clutha, Alexandra, Tokomairiro and Leith Lindsay.
Policy and resource planning director Fraser McRae said that the bylaw was not intended to control normal farming activities which did not affect the integrity or operation of flood protection works.
Cr Woodhead, hearing panel member, said it listened carefully to submissions and it was now up to the council to ensure it was enforced.
Panel member Cr David Shepherd said in future when there was a breach of the bylaw, the council needed to take action and see breaches remedied.
