Heatly took pay cut in final year

Former Southern District Health Board chief executive Carole Heatly appears to have taken a pay cut in her final year in the job.

The drop was revealed in the board's 2015-16 annual report, which was released yesterday.

Ms Heatly's pay, including benefits, was $480,000 to $490,000,  a drop from $500,000 to $510,000 in the two previous financial years. Ms Heatly's salary attracted public criticism in her last 18 months at the troubled board.

While her salary was not  out of line  compared with other DHB bosses, the organisation was struggling with issues such as a leaking hospital building, the sacking of board members and an unpopular kitchen outsourcing. Ms Heatly's salary  jumped by $70,000 in a single year, 2013-14, which the board defended by saying the job had been regraded by the State Services Commission.

The report released yesterday shows commissioner Kathy Grant received $165,000 remuneration in 2015-16, her first full year overseeing the board. Deputy commissioners Graham Crombie,  Richard Thomson  and Dr Angela Pitchford, who has since quit,  received remuneration of $102,000, $58,000 and $32,000 respectively.

There was also a $21,550 payment to  finance, audit and risk committee chairwoman Susie Johnstone.

The highest earner received $500,000 to $510,000. Two big earners appear to have departed or taken a pay cut - the previous year two unidentified staffers received at least $520,000. Eleven staff received more than $400,000,  compared with 13 the previous year.

However, more staff were earning more than $100,000 (603 compared with 561 in 2014-15).

The report discloses the large increase in termination payments during a year of senior staff departures and upheaval.

The board shelled out $643,000 for 18 termination payouts, a more than five-fold increase on the previous year.  The highest single amount was $160,000. The Otago Daily Times had previously obtained those figures under the Official Information Act.

Any legal settlement reached with Ms Heatly is not among the termination payments disclosed in the report, as it would have been in the new financial year.

The board's deficit for 2015-16 was $33.5million.

Well she didn't need it and it didn't stop her taking a $70,000 payrise just weeks after the SDHB told us they couldn't afford the $100,000 a year to run the physio pool which gets over 40,000 uses a year and saves a fortune in other health related costs.
