The man convicted of kidnapping, torturing and murdering Lower Hutt teenager Karla Cardno in 1989 has again been denied parole.
The Parole Board postponed any further hearings by Paul Joseph Dally for three years.
Dally was found guilty in 1990 of murdering 13-year-old Lower Hutt schoolgirl Karla and jailed for life.
He kidnapped Karla on May 26 1989, took her to his home and raped and tortured her.
He then drove her to the Pencarrow coast, near Eastbourne, bludgeoned her with a piece of driftwood and buried her, still alive, in the sand.
The board described the killing as "brutal, cruel and sadistic" and said there was a "very strongly held fear" that Dally's release would compromise the safety of the victim's family and others.
A psychological assessment considered by the board said Dally showed a "high degree of relationship to serious and violent recidivism".
"In the final analysis I am not entirely confident that the underlying motives for Mr Dally's offending have been laid bare, and I consider that his current dismissal of his offence as 'ancient history' coupled with the assertion that he has been convicted of murder, not a sexual offence, extremely problematic," the psychologist said.
Dally chose not to appear at the parole hearing.
His lawyer told the board Dally was frustrated at not been allowed to attend prison self care units but was doing "everything in his power to progress his rehabilitation".
