An application to subdivide land on the Raggedy Range has been refused by the Central Otago District Council.
Shaun McLellan had applied to subdivide 17ha off his 556ha block off McIntosh Rd.
Six submissions against the proposal and two in support were received.
The property is described as dry tussock run blocks on the eastern slopes of the Raggedy Range.
Nearby resident Richard Kohler had opposed Mr McLellan's previous applications to subdivide the land, saying it was subdivision by stealth, that Mr McLellan planned to whittle away at the land to provide a rural residential subdivision.
In his latest submission, Dr Kohler said Lot 1 could be seen from roads in the Ida Valley.
Peter Dymock, from Paterson Pitts and Partners appearing for Mr McLellan, said there was only a faint possibility of a dwelling being built on Lot 1.
Poet Brian Turner, appearing on behalf of the Central Otago Environmental Society, told the panel the planning history of the site provided evidence of a determined and persistent plan to subdivide the total area into lifestyle and residential blocks.
The council said the applicant had not provided information on where a dwelling would be located and a worst-case scenario gave the potential for a substantial dwelling in an elevated and prominent position on Lot 1.
That would have a significant adverse effect on the landscape and amenity values of the Raggedy Range as viewed from the Poolburn Moa Creek Road in the Ida valley to the east of the site.
The council concluded the proposal was contrary to the objectives and policies of the Operative District Plan.
