The draft significance and engagement policy will identify the level of significance of a particular issue and, based on that level, the extent of engagement and consultation with the community.
Policy and communications manager Fraser Liggett said the draft policy outlined the different dimensions of community engagement.
''The intent of the draft policy is to ensure the council engages in the most appropriate way on issues which are significant to the community,'' he said.
''While we anticipate consultation will still be used for matters of major significance, the policy will provide other opportunities for community engagement on less significant matters.''
Significance was identified by several criteria including the impact on rates, if there was likely to be any controversy and the level of public interest.
Once the level of significance was know, the most effective way to engage and, if necessary, consult with the community could be determined.
The policy was set to be adopted by December 1.
