
The Clutha District Council said this week the review — which resulted from a reserve management plan consultation in Lawrence — had concluded the Lawrence Bike Club could continue to use the Tuapeka Recreation Reserve, subject to conditions.
Motocross riders have used the reserve at the Lawrence Gymkhana grounds for about 50years.
Gymkhana club spokesman Paul Wilson, a supporter of the status quo, said the review’s conclusions vindicated the position of riders and their supporters.
"We’re satisfied with the conditions as described, and will stand by them.
"This has ended as we expected, unfortunately after an unnecessarily long and drawn-out process during which, at times, we’ve been made to look the villains.
"We’re just pleased it’s over, and locals can continue riding safely and within the rules at the facility."
During consultation on the reserve’s use last year, several nearby residents complained about noise from the facility.
A draft plan released in July 2021 included specific restrictions on the hours and days the track could be used, leading to objections from supporters.
Due to the high level of interest, the council appointed independent commissioner Colin Weatherall in February, to conduct further investigations.
Council chief executive Steve Hill said the outcome announced this week provided for "balance" between conflicting parties.
He said a range of factors had been explored, including noise monitoring, past complaints, legal advice and views of user groups and individuals.
"Community interest around use of the reserve is strong and there has been extensive consultation.
"More than 120 individuals, community leaders and community groups have been spoken to and we listened to what they have to say."
The conditions do not place explicit restrictions on use of the track, instead encouraging the club to improve communication with its neighbours, and set out its own clear rules for track use.
"The agreement for Lawrence Bike Club’s use of the reserve is initially until May 30, 2023.
"After this there will be a review of its effectiveness and, if needed, adjustments may be made," Mr Hill said.
The Lawrence Gymkhana Club will also establish a complaint resolution policy.
Residents opposing unregulated use of the reserve last year were unwilling to comment publicly.
